A senior official from the Road Transport Ministry said motorists could produce documents using DigiLocker or the mobile app from mParivahan. At the beginning of this month, the Motor Vehicles (Amendment) Act, 2019, which seeks to impose stricter punishments for road traffic offences, came into force.
“Motorists may create digital documents. Digital documents do not mean scanned copies or photographs of a driving license, RC (certificate of registration) or insurance, they must be stored on the DigiLocker or mParivahan app,” said the official.

An amended provision in the 1989 Central Motor Vehicle Rules allows citizens to produce electronically documents related to transport such as registration, insurance, fitness and permit, driving licence, pollution control certificate and any other relevant documents.
“This would require the use of digital platforms to hold and validate documents and is a step towards citizen facilitation,” says the advisory sent on November 19, 2018 to state police and transport departments.

Since the new Motor Vehicle Act came into force on September 1, 2019, the fines for road rule violations have increased significantly.
For over-speed, the penalty for light motor vehicles was raised from Rs. 400 to Rs. 1,000 and for medium passenger vehicles 2,000.
